On behalf of the Alliance of Communities for Sustainable Fisheries, we forward to you our recommendations for seats on the Marine Life Protection Act Working Panels.

For the Pt. Arena to Pt. Ano Nuevo area, we recommend:
Harbors and harbor communities - Peter Grenell, General Manager of the San Mateo County Harbor District
•Commercial fishing - Duncan MacLean, Jim Salter, Steve Fitz
•Non-Consumptive Recreation - Shawn Alladio
•Extractive Diving - Dave Spurr
•Commercial Charter Boats - Bob Engles, Roger Thomas
•Environmental Groups - Keith Mangold

For the Pt. Ano Nuevo to Pt. Sur area, we recommend:
•Harbors and harbor communities - Steve Scheiblauer, Harbormaster, Monterey Harbor, or alternatively, Brian Foss, Port Director, Santa Cruz Port District
•Commercial fishing - Kathy Fosmark, Steve Fosmark, Roxanne Jordan, Mike Ricketts, John Penissi, Neo Nguyen
•Sport Fishing - Frank Emerson
•Non-extractive diving - Dave Clayton or alternately, Jesus Ruiz
•Commercial Charter Boats - Bill Williamson
•Kelp Harvesting - Joe Cavanaugh, Art Seavey

For the Pt. Sur to Pt. Conception area, we recommend:
•Harbors and harbor communities - Rick Algert, Harbormaster, City of Morro Bay
•Commercial fishing - Wayne Moody, Mark Tognazini, Bill James, Bill Ward

For the Pt. Arguello to Pt. Fermin area, we recommend:
•Harbor and harbor communities - Mick Kronman, Harbormaster, Santa Barbara Harbor
•Commercial fishing - Chris Miller

We specifically ask that the Department of Fish & Game include at least three (3) representatives for commercial fishing on each panel. They have the most to lose or gain from marine reserves, and their industry is very diverse. Also, each panel should have a representative of the social and economic sciences. We hope that the socio-economic analysis will occur concurrently with the panel process. We believe that fishermen should be able to select one of the science members. Hopefully there will be sufficient time allowed so that the socio-economics are complete before recommendations are complete, and to allow for fishermen to fully participate, as they are fishing. Lastly, among the agencies who should be consulted is the California State Department of Boating and Waterways.
